The Ministry of Finance has defended the good name of the Blik system

In response to an interpellation by PiS (Law and Justice) MPs, the Deputy Minister of Finance stated that the term ‘Blik fraud’ is a simplification that shifts responsibility for this phenomenon from its actual source to the payment system

The Sejm website has published the Ministry of Finance and Economy's response to a parliamentary question from several representatives of the Law and Justice Parliamentary Club. The question concerned, among other things, the scale of crime involving the use of the Blik system and the measures taken by public institutions in this regard.

On the part of the Ministry of Finance, the matter was taken up by Undersecretary of State Jurand Drop. At the outset, he pointed out that the term ‘Blik fraud’ used in the interpellation was a simplification. It shifts the responsibility for the phenomenon onto the payment system. However, the real source of the problem is criminals impersonating friends or family members of victims and weak security measures on the part of online platforms. The victims themselves are the targets of social engineering and decide on their own to transfer money to criminals. In this case, Blik is only an instrument used to withdraw funds obtained through fraud, just as a stolen card can be used for the same purpose.

The representative of the Ministry of Finance stated that Blik is considered one of the safest payment solutions on the market and that it does not offer a standalone mobile application; it is used through banking applications.

In response to a parliamentary question, it was revealed that there is no data on how many cases of fraud involving the Blik system have been reported. State institutions, such as the Financial Supervision Authority (KNF) and the National Bank of Poland (NBP), do not publish separate statistics on this subject for Blik. This is because Blik is a single entity, and the regulations do not allow it.

However, there is data on complaints submitted to the Office of Competition and Consumer Protection (UOKiK) and the KNF. Recently, there were 10 and 20 such complaints, respectively. According to data from the Polish Bank Association (ZBP), the number of complaints about Blik transactions in the first half of 2025 accounted for 0.0021% of all transactions made using this system.

MPs also asked about planned changes to the law that could help combat online payment fraud. A representative of the Ministry of Finance wrote that Poland's legislation in this area is already in line with European Union requirements, which will soon change with the planned PSD 3 directive, among other things. These regulations are likely to be very pro-consumer and will introduce new obligations for financial institutions. For the first time, consumer safety obligations will also be imposed on online platforms, such as social media sites.
