The notification submitted to the Office of Competition and Consumer Protection (UOKiK) is the result of a decision by the Tri-City authorities
Institutions responsible for organising public transport in the Tri-City, including the Municipal Transport Authorities (ZTM) in Gdynia and Gdańsk, have decided to cut off commercial mobile applications such as SkyCash, mPay, and Jakdojade from the sale of long-term tickets. As a result, the only app through which such tickets can be purchased from 4 August 2025 is the local government app System FALA.
"This is an important decision for us. Revenue from season tickets is a significant source of funding for public transport. Thanks to the change in the sales method, our budgets will retain funds that were previously collected in the form of commissions by commercial app operators," says Łukasz Kłos, director of ZTM in Gdańsk, quoted in a press release.

It was added that the changes apply to long-term and 24-hour ZTM tickets in Gdańsk. Single-use and short-term metropolitan tickets (single-journey, 75-minute, 24-hour, 72-hour) will still be available in commercial mobile applications.
However, the decision of the transport institutions in the Tri-City is not to the liking of the Jakdojade app operator. According to Radio Gdańsk, the company complains that it was suddenly informed about the termination of the ticket sales agreement, despite many years of successful cooperation. 'The analysis indicates that we may be dealing with a potential violation of competition law in the market for the sale of public transport season tickets. That is why we have decided to refer the matter to the Office of Competition and Consumer Protection (UOKiK) for review,' said Konrad Telakowiec, the management board's representative for development at Jakdojade, as quoted by Radio Gdańsk.

The outcome of the UOKiK proceedings, if the office decides to initiate them, may be significant not only for Jakdojade and local governments in the Tri-City but also for operators of other payment applications and municipal authorities throughout Poland, where long-term tickets are only available in local government applications. This is the case, for example, in Warsaw, where single-use tickets are sold through various apps. Still, monthly and quarterly tickets are only available through the mobiWAWA app, provided by the city council, which users rate very poorly.
